Lyra Locker

Lyra locker functionality.

Allows developers to build public projects with a secret management system with lyra's powerful encryption.

Usage:

1. To initialize a project: lyra locker init

This generates lyralocker and .lockerpass files. Do commit lyralocker to vc and DO NOT commit .lockerpass

2. To add a file to be secured, append it to the lyra locker file.

3. Before commit, make sure to run lyra locker lock to encrypt all files

4. When you want to develop again, unlock the files with lyra locker unlock

The command lyra locker check can also be useful since it will fail if it detects any of your listed files as missing or unencrypted to allow for some cool CI or script integrations.

We are still debating if this should be part of Lyra, or a stand alone cli. What do you think @tk8817?
