Defines a bounded recurring agent loop for SafeAgent Control. It inspects the current repo and Control PRs, the sanitized v15 standalone source, and prior agent work; fixes one demonstrated Control defect with relevant verification or reports NO JUSTIFIED CHANGE. It keeps the frozen reconciliation core and a separate external-provider experiment gated, protects private evidence, and leaves merges, deploys, live provider actions, and outreach to a person.
This PR establishes the contract only. The recurring automation uses this branch until the contract is reviewed. It does not claim that Control v15 has already been imported into main or that a paying buyer exists.
