Description of changes:
As requested by in aws-sdk-java-v2 PR #6648, this PR adds a new "non-PQ" default preference value that may be updated in aws-c-io without requiring downstream updates enum value updates in aws-crt-java or aws-sdk-java-v2.
Currently awaiting merge/release of aws-c-io PR #796 to promote out of draft status.
