refactor(agents): update deploy for new CLI

Summary

• migrate agents-deploy to the refactored project, runtime, memory, and gateway command groups
• treat project build, project deploy, and project status as functional commands while keeping them bare until flags are documented
• replace legacy version and endpoint guidance with read-only Runtime inspection
• extend AgentCore command validation to the migrated deploy skill
