Make run/job commands and workflow references work with native CI alongside
GitHub Actions. Add provider filtering, stable native workflow references,
native watch/cancel/SSH/log and metrics handling, and clear messages for
operations that are not yet available. Regenerate the reference and man pages.
This is the first CLI split, stacked on #69. It accompanies the core branch
ci/native-provider-primitives-part-1; workflow summaries and diagnosticsremain in the continuation.
Validation: all 1,593 tests, lint, and the generated-documentation check
passed. Two independent source reviews found no remaining required changes.
