Release metadata for core v1.3.3.

Includes the explicit opt-in CORTEXT_ALLOW_CLANGCL_ARM fetched-ggml guard patch required for the Windows ARM clang-cl Node prebuild, plus prior ARM NEON and Node text-media fixes. Core owns shared assets; TypeScript consumes this exact tag.
