0.7.25: Canonical Actor Control Geometry

Summary

• Freeze canonical Actor Control geometry and close G3–G8 ownership, continuation, backpressure, and production-binding evidence.
• Preserve C1/FIFO/Q1 semantics while publishing the measured four-candidate Crossing constraint and explicitly rejecting the 10,000-User/100-block fairness claim.
• Regenerate production Weight, Wasm, metadata, descriptors, ABI, bounds, vectors, runtime/client evidence, and reconcile package, integration, Wiki, and release-assurance truth.
• Prepare Local Causal Introspection as a post-0.7.25 specification without adding that subsystem to this release.

Release boundary

The current production geometry admits four ObservationCrossing candidates per block. It does not satisfy the 10,000-User/100-block assurance target, and System scheduling or broad ObservationChange evidence does not substitute for User reactive fairness.
