0.7.24: scale block-paced Actors and close Asset Conversion trust boundaries

Summary

This release introduces block-paced Actors execution with a mandatory prepass, strict class-neutral FIFO, bounded active-frontier scheduling, and component-wise resource admission under a one-third Actor Control ceiling.

It also closes the Asset Conversion trust boundary by separating semantic and physical asset identity, making DEOS Router the sole public XYK and atomic pool-lifecycle surface, integrating full-balance reserve semantics, and validating complete Pool/LP/Oracle topology.

Why

The release makes high-density Actor execution predictable within block limits while preserving causal eligibility, atomic Step effects, custody, fairness, and progress. It also prevents asset aliases, fee bypass, incomplete pool topology, and reserve-accounting disagreement at the XYK boundary.

Risk Notes

• This remains a fresh-genesis 0.x release; transaction_version stays 1 under repository policy.
• The vendored Asset Conversion patch is temporary and must be removed when the selected SDK line contains upstream PR #12408.
• No downstream production storage lineage or migration obligation is introduced before DEOS 1.0.
