Contributor

Draft the Console 0.10.4 release document, replacing the unreleased note with docs/releases/0.10.4.md.

Milestone

0.10.4 — release documentation for the application-key command already merged into main.

Changes

Document cloned-project setup, initial key generation, deliberate rotation, file access preservation and recovery, the scaffold PHP requirement correction, and the CLI self-update path after publication. Keep the document explicitly marked as a draft.

Verification

Checked against the changes since 0.10.3 and the current implementation. git diff --check passed. No runtime code changed; implementation validation is recorded in the release document.

Handoff

Leave this PR open for the maintainer. A companion PR targets release/0.10.4. No tag or GitHub release is being published by this change.
