Adds a rule to AGENTS.md: any change to the
versionfield in package.json must ship a matching, dated## <version>section in CHANGELOG.md in the same commit or PR (breaking changes with migration notes, deprecations, additions, fixes), entries move out of Unreleased, and a version without a changelog section must not be published or tagged.Docs-only change.
