Renovate's regex manager bumps rebar.config but can't regenerate rebar.lock or its hex hashes, so a CI job runs `rebar3 upgrade --all` on the PR branch and pushes the synced lock. Drops the no-op lockFileMaintenance setting.

rebar.configbut can't regeneraterebar.lock. This adds the Arizonarebar-lock.ymljob that runsrebar3 upgrade --allon Renovate PR branches and pushes the synced lock, and drops the now-deadlockFileMaintenancesetting.
