Simplify publishing to v* tag pushes, following the Hinges release flow. Remove manual dry-run/recovery inputs, the separate Release trigger on PRs, and their conditional logic. Normal CI already builds and inspects the package on PRs.
Keep required CI, tag/version and main-ancestry validation, protected environment approval, provenance, and integrity checks. Preserve the inspected tarball for seven days and extend npm visibility polling from roughly two to ten minutes, addressing the recovery and processing-delay issues encountered with 0.8.1. Update RELEASE.md to describe failed-job retries and remove the obsolete manual recovery instructions.
Validation: required format:write, lint, all 84 Jest tests, actionlint, workflow/document Prettier checks, and git diff --check passed. No version bump, tag, or publication is included.
