Backport of #18935 to dev/1.3.
The LOAD implementation on dev/1.3 predates the master load refactor, so the diagnostics are applied independently to the existing analyzer, scheduler fallback, and both remote dispatch paths. Preserve receiver TSStatus metadata, include per-TsFile conversion details in logs and client responses, and cover missing-status responses.
Validation: Spotless and Checkstyle pass. Module compile is blocked by the existing dev/1.3 Thrift interface mismatch in ConfigNodeClient, DataNodeInternalRPCServiceImpl, and ClientRPCServiceImpl.
