Arrow IPC supports LZ4 Frame and Zstandard body compression, but Arrow Java Flight servers do not currently expose a way to select response-stream compression based on client support. The Flight SQL JDBC driver likewise cannot advertise accepted codecs.
Add explicit client/server negotiation so a client can request supported codecs in preference order, while preserving uncompressed behavior with older or unconfigured peers. Apply the selected codec to record and dictionary batches, expose JDBC configuration, and add compatibility/round-trip tests.
