feat: add Kilo, Windsurf, and Gemini CLI adapters

Register kilo, windsurf, and geminicli in the data-driven adapter registry, each with a repo-local canonical skill and a marked guidance reminder. The AgentAdapter shape is unchanged; the CLI grammar, --integrate all, and removal machinery derive from AGENT_IDS with no command-logic changes.
