Changes

• ui: PageShell puts page actions in a flex-shrink-0 container, so a module with more than three toolbar buttons overflows the viewport below 1000 px #354 PageShell actions container is now flex min-w-0 flex-wrap items-center justify-end gap-2 (title block already had min-w-0), so toolbars wrap instead of overflowing.
• ui: AlertDialogAction discards a caller's className colour because Button asChild does not tailwind-merge across the slot #348 AlertDialogAction/AlertDialogCancel render the Radix primitive directly with cn(buttonVariants({ variant, size }), className), so caller classes tailwind-merge. Other asChild sites in packages/ui (DialogClose wrapping Button, triggers) don't have this problem.
• AdminLayout mounts no <Toaster>, so toast.*() is silently swallowed on every admin page #338 <Toaster> already lives once in SidebarLayout on main (AuthenticatedLayout has none; no other Toaster mounts). Added a regression test that both Admin and Authenticated layouts render exactly one toaster.
• AdminLayout / SidebarLayout: no skip link, five chrome tab stops before the first page control #341 Added a visually-hidden Skip to content link (sr-only focus:not-sr-only with visible focus styles) as the first focusable element in SidebarLayout, new key ui.sidebar.skip_to_content in en/es catalogs, regenerated i18n keys/resources; main content wrapper has id="main" tabIndex={-1}.

Tests added for each. make lint, make test-js, make ci-check-untranslated pass.

Pipeline: optimize (nothing to do) -> code-review (1 pass, 0 findings) -> browser QA (0 bugs) -> local CI. No code changes were needed; branch unchanged.

Browser QA against a fresh local instance (API 8100 / Vite 5250, SQLite):

• Skip link (AdminLayout / SidebarLayout: no skip link, five chrome tab stops before the first page control #341): first Tab focus lands on "Skip to content" (visible at top-left, 133x36); Enter moves focus to #main (tabindex -1), URL gains #main.
• Single Toaster (AdminLayout mounts no <Toaster>, so toast.*() is silently swallowed on every admin page #338): saving a user profile shows one "Changes saved" toast with exactly 1 [data-sonner-toaster] in the DOM; no duplicates.
• AlertDialog (ui: AlertDialogAction discards a caller's className colour because Button asChild does not tailwind-merge across the slot #348): delete-user confirm renders Cancel (outline variant) and "Delete user" (bg-destructive), the caller max-lg:min-h-11 class is merged with no conflicting variant classes.
• PageShell actions (ui: PageShell puts page actions in a flex-shrink-0 container, so a module with more than three toolbar buttons overflows the viewport below 1000 px #354): at 420px width /admin/users and /admin/audit-log have no horizontal overflow (scrollWidth == clientWidth); header action stays in the bar.
• Console: no errors beyond a 404 from a URL I mistyped.

Local CI: make lint exit 0 (incl. untranslated-strings, file-size, tsc, Biome); make test-js 61 files / 478 tests pass. Python untouched.
