Hand-maintained module lists in pyproject.toml drift (ty extra-paths already misses framework/cli and framework/inertia) #520

Tier 3: tooling

Problem

• [tool.ty.environment] extra-paths (pyproject.toml:68-89) lists every module and framework package by hand. It already omits framework/cli and framework/inertia.
• [tool.pytest.ini_options] testpaths (pyproject.toml:122) is one line of about 600 characters listing every module. It is complete today, but only because people remember to update it.

Workspace members, vitest includes, npm workspaces and the tsc loop are glob-based and fine.

Fix

• Add both lists to scripts/check_metadata.py, which should run in CI (see make lint and CI are not equivalent (fresh-clone tsc failure, local-only checks, no Postgres suite / doctor in CI) #508): assert they match framework/* and modules/* on disk.
• Have make new-module append to them.
• Add the two missing framework packages to extra-paths.
