cli: scaffold dev group resolves playwright 1.18.1 (2022), breaking pytest at plugin load #445

What happened

A fresh smpy new workspace (0.0.35) lists pytest-playwright>=0.7.2 in the root and host dev groups, with no floor on playwright. uv lock today resolves:

• pyee 14.0.0 (newest)
• playwright 1.18.1 (2022-01) — current playwright (1.63) pins pyee 13.x, so uv backtracks playwright to the last release without a pyee upper bound instead of downgrading pyee
• pytest-playwright 0.10.0

pytest-playwright 0.10 imports APIs that playwright 1.18 doesn't have, so every uv run pytest (e2e or not) fails at plugin load.

Repro

Fix

Add a floor next to pytest-playwright in both dev groups (workspace root + host template), e.g. "playwright>=1.45". With it, uv resolves playwright 1.63 + pyee 13.0.1 cleanly.
