Added video_note parsing to allow transcription of Telegram "round videos".
Leveraged existing ffmpeg/ffprobe logic for normalization and duration checks without adding dependencies. Updated botlib.c JSON parsing to handle video_note objects.
Verified via manual testing: video notes download, convert to 16kHz WAV, and transcribe correctly.
