feat(version): enhance version resolution with fallback logic - #62

- Add available versions retrieval from data directory
- Implement fallback resolution for missing patch/minor versions
- Support resolving to greatest version in same minor when patch missing
- Support resolving to latest version in same major when minor missing
- Add proper version file pattern matching and sorting
- Update tests with new version resolution scenarios
- Pass dataPath parameter to resolveVersion function calls
