What does this PR do?
Moves Tabs and Show project names from Appearance into a dedicated Experimental page. Experimental sits at the bottom of settings navigation in its own spaced group, with a flask icon. Compact navigation includes it as a separate group too.
Existing preference values and persistence are unchanged.
