Adds opencode-local-tool-guard to the community plugin list.

It is an independent user-space mitigation for local OpenCode tool stalls, providing a progress-aware watchdog for bash executions and pre-execution scope protection for grep/glob.

Validated on Fedora Linux, Ubuntu Linux, and Windows 11. The repository includes source code, installation/removal documentation, validation results, and public tests.

This change only updates the Ecosystem documentation.
