feat: expose runtime capability matrix

Summary

• route runtime status through the full runtime model resolver so family, transport, gateway, modalities, and patch pipeline are visible
• add a structured capability matrix to inspect/doctor/runtime snapshots and surface it in the shared runtime widget formatter
• extend inspect and diagnostics regression coverage for GLM and Bailian-hosted Qwen capability reporting
