feat: separate review routing from verifier harness

Summary

• route glm run tasks through an explicit taskRoute that separates prompt mode, task intent, and verifier harness state
• add a review overlay for review-style tasks while keeping verifier harness disabled unless --loop is enabled
• surface the resolved task route in glm run --json output and document the updated lane behavior
