fix: color and narrower headers for CI reports - #718

- color the report in GitHub Actions, where stdout is a pipe but the log renders ANSI. `FORCE_COLOR` / `CLICOLOR_FORCE` force it on, `NO_COLOR` still wins - the run header prints paths relative to the working directory, digests and claims commits cut to 12 chars, and a DB URL by its file name (json keeps every value whole) - warnings name subjects the way the rest of the layouts do, and a subject's warnings print under its name once instead of repeating the full image ref on every line Signed-off-by: Alex Goodman <wagoodman@users.noreply.github.com>
