Adds/updates the standard Security Scan workflow pinned to reusable-security-scan v1.3.0 (least-privilege permissions; Semgrep + AI review gating on Critical/High; secrets scrubbed pre-send). Supersedes the earlier rollout PR. Tracked in DSO-66.
