fix: update lockfile during changeset

Description of the proposed changes

• The lockfile needs to change during this step
• This is a known issue: yarn install failing within changesets/action changesets/action#170
• I had initially implemented the workaround however yarn 4 requires the --no-immutable flag when running in CI (by default it will be immutable in CI)
• This action will then update the lockfile as required: https://github.com/aligent/cdk-constructs/blob/main/.github/workflows/update-lockfile.yml
