Redo of #39 and #40. Backend and Temporal are now both up. main has invalid YAML in .hacktron/config.yaml (unclosed bracket in skip.branches). Expect config parse failure to be logged server side only, scan to run normally to completion, no check run annotation or comment about the parse failure.
