6f/D2 edge case: config sets include.authors: [] (empty array). Per resolveDimension, usingConfig checks configInclude?.length, so an empty array does NOT count as config owning the dimension. Org's include.authors=[alice] should still govern. Author is alan-hacktron (not alice) -> expect Skipped.
