6f/D1: org has skip.branches=[legacy/]+skip.labels=[wip]. Config sets only skip.branches=[main] (no labels key), so config owns the branch dimension entirely (org's legacy/ is dropped for this dimension). Target=main matches config's rule -> expect Skipped.
