Fix 3rd byte of int64 values incorrectly becoming signed during decoding

This PR fixes the issue listed in #3409 using the solution proposed there.

Code changes

Nothing beyond the changes from the issue's proposal.

Confirmed this fix works on the reprex script from the issue on the exact platforms listed there.
