fix(cli): restore OpenCode plugins and verify Kilo runtime hooks - #971

What & why
OpenCode V2 rejected context/telemetry plugins. Both now load and execute, preserving V1 >= 1.18.29. Kilo hooks now cover a complete turn.
How it works
Default
id/server/setup; one shared V2 adapter outside discovery. Install/update repair missing helpers, including already-current plugins, while preserving user files. Kilo deduplicates session/tool/idle hooks. Mutation assets load as text; Windows checkout retains LF. Obsolete parser removed; thresholds and bundle budget unchanged.Architecture follows marketplace → plugin → components; adapter details belong to CLI documentation. A Claude-only rule keeps durable documentation concise without dropping contracts or safeguards. Project memories remain unchanged.
How to verify
Heads-up
Kilo telemetry unsupported. Paid providers, global profiles, hot reload and Windows Kilo runtime untested. Historical research/implementation chronology was not independently reconstructed in the final review.
