Aligns the README with the ai-rm umbrella README style and adds README.ko.md.

  • Centered header: tagline, language switch, badges (CI, ai-rm contracts, protocol v0.1, rm-core 0.1.1, Python 3.9+, no runtime dependencies, BSD-3-Clause) and section nav
  • Highlight cards for the contracts, registry, conformance, metrics, CRD and reference implementations
  • Quick start, entry-point table and the "implementing a contract" example kept as they work today; protocol rules and the airm_* metric table in <details>
  • Module layout, development commands, roadmap taken from the PROTOCOL.md change log (v0.2 MemoryRegion, workload runners)
  • All content comes from PROTOCOL.md, pyproject.toml, the CI workflow and src/; relative links checked, check_sensitive.py clean

Centered header with badges and section nav, highlight cards, quick start
with conformance output, entry-point table, protocol rules and the shared
metric table in collapsible blocks, module layout, roadmap from the
PROTOCOL change log. README.ko.md mirrors the English README.
