fix(types): ty-clean + blocking ty CI - #3

4 ty diagnostics resolved: python-platform=linux config (CI=ubuntu, deploy=Linux -> os.sched_setaffinity resolves) + 3 justified ignores on optional GPU backends (cupy/jax, guarded by try/except ImportError). ty check src = 0 with torch present. The CI test job installs torch, so ty now runs BLOCKING (continue-on-error removed). Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>

Resolves all 4 ty diagnostics —
python-platform=linuxconfig (resolves Linux-onlyos.sched_setaffinity) + 3 justified ignores on optional GPU backends (cupy/jax in try/except).ty check src= 0. Flips the CI ty step from advisory to blocking (the test job installs torch, so resolution is complete).
