- WebDispatchPlan 为桌面端档解析本机上报路径（device_local_paths）， 不再误判 project_path_missing，cwd 用桌面端自己的路径；Tier/Choice 带 kind。 - 发起前（确认步）按目标种类如实说明 org/subagent/hook 是否可用：桌面端可用， agentred 不可用（轮 A R17 原样成立）。 - 测试：桌面端首档可用取本机路径并带 kind、桌面端缺项目路径逐档原因并跳过、 dispatch/NewConversation 双态文案。
