Improvement: Smarter decisions on whether to send broadcasts as multiple direct message, or flood packets #15

The decision making process for this is fairly basic right now (if under 3 peers, use direct messages instead of flooding)

Initial thoughts is to have the interface evaluate which option would be more efficient, if a region scope is availible, etc.
