Summary

Closes #334. Refreshes only skills/session-peer/SKILL.md with the byte-identical published Python skill v0.4.0. No runtime/version change or modification of the existing v1.3.0 release assets, global installation or operations.

Verification

• Documentation suite: 65 tests pass.
• Skill frontmatter, release-artifact and verified-release suites: 33 tests pass.
• Real snapshot metadata reader returns version 0.4.0 and runtimeMinVersion 0.9.1.
• Generated standalone check and git diff --check pass.
• Existing packaging contract remains unchanged. No live native message, installation or operational test.

Independent review and limits

Before PR creation, both non-interactive reviewers received the same frozen source diff/consumer evidence (SHA-256 e1367628878a306bbd923655a078cd8d8bad3a2b5b71727b337da9b772f659d6). Codex CLI 0.164.0, isolated default model (actual model identity unexposed), completed without tool calls and found no mandatory change. The coordinator independently verified canonical bytes/hash and reader behavior.

Claude Code 2.1.308 was requested with claude-opus-5-5, tools disabled, but exited 1 with Not logged in before model inference. No alternate model or authentication bypass was used. This is a partial independent review, not successful two-reviewer coverage. Input hash remained unchanged. Automatic PR review and current-head CI are separate pending gates; no manual review mention is requested.

This PR does not authorize another runtime release and does not rewrite the upstream canonical skill. Existing immutable release assets remain untouched.
