Publish bmap Rust crate to crates.io#8

Rust library is ready for initial release.

  • Verify Cargo.toml metadata
  • cargo publish --dry-run
  • Publish as bmap v0.1.0
  • Verify cargo install provides bmapctl binary

    Published as bose-bmap 0.4.1 (the name bmap belongs to an unrelated crate). The import path is unchanged: use bmap::. cargo install bose-bmap installs bmapctl. Renamed in #38, released as v0.4.1.
