This is to avoid cluttering the root of the repository. Additionally, I've uncommented the md5 check and updated it such that it acutally works. Yes, I know it's not _that_ secure but the `go-release-action` generates them by default so I might as well use them.
Handles the install of pre-commit hooks using tasks. Specifically, making use of the `pre-commit` migrate mode, which moves existing pre-commit hooks to `.git/hooks/pre-commit.legacy` whilst still running them.
