[refactor] Guarantee a defined apiProvider for runtime consumers - #2250
Currently apiConfiguration.apiProvider is potentially undefined which forces every usage site do something about it when it needs a value. However, apiProvider being undefined doesn't make sense in the majority of places, so code can be simplified by having a separate type with required apiProvider and filling it in to default value in less places.
Additionally, there was disagreement what default API provider should be. DEFAULT_API_PROVIDER has been added for this and it's now consistently being set to anthropic across the codebase.

New Features
Configurations without a selected provider now default to Anthropic, including the corresponding default model in the model selector.
Existing provider selections are retained, including retired providers, which continue to display a warning when used.
Updating part of a provider configuration now preserves other settings.
Bug Fixes
Onboarding now recognizes a default provider without a configured key as unconfigured and guides setup using the existing welcome flow.
Retired providers are not used to submit chat requests.
The change adds a shared Anthropic default for missing API providers and resolves provider settings across host and webview state. Model selection, validation, and onboarding use the default. Tests cover provider preservation and retired-provider handling.
Adds DEFAULT_API_PROVIDER, ResolvedProviderSettings, resolveProviderSettings, and getActiveProvider. Extension state and task test configurations use resolved settings. Tests cover defaulting, preservation of provider names and other settings, immutability, and retired-provider handling.
Host state resolution src/core/webview/ClineProvider.ts, src/core/webview/__tests__/ClineProvider.spec.ts
ClineProvider resolves global and task API configurations when building state. It preserves stored provider names and uses getActiveProvider for telemetry. Tests cover missing, active, and retired providers.
Webview configuration state webview-ui/src/context/ExtensionStateContext.tsx, webview-ui/src/context/__tests__/ExtensionStateContext.spec.tsx
The context starts with the shared default and resolves merged partial settings. Tests cover the initial configuration, an update with an undefined provider, and configuration merging.
Model selection and validation use the shared default when the provider is unset. Welcome configuration checks key availability. Tests cover default model selection, onboarding, and retired-provider submission; fixtures use resolved settings.
The refactor centralizes provider defaulting without a demonstrated regression in provider selection or persistence. The previously raised concerns do not establish a blocker to merging after normal checks.

Full details: Security Boundaries
Explanation
No changed path meets the security failure condition. resolveProviderSettings only copies settings and fills a provider name; ClineProvider exposes the same provider settings and preserves the existing retired-provider and organization-allowlist checks. The welcome change uses checkExistKey, which still requires a key or approved keyless provider, and no changed code executes input or exposes new secrets or PII.
Full details: Persistence Integrity
Explanation
No changed persistence path introduces the stated failure conditions. The only changed profile-write-adjacent path, ClineProvider.updateProfileModel, resolves a missing provider before building the saved profile and awaits persistProviderProfile; that helper awaits saveConfig, activation writes, and state posting. The other changes resolve apiProvider for read/webview state or in-memory context state. getState and task-state construction pass the resolved default to consumers without writing partial or non-atomic persistence.
Full details: Lifecycle Resource Cleanup
Explanation
No changed lifecycle path can be identified. The PR adds pure provider-setting resolution and changes state reads and React state merging. The changed model-selection paths only change provider selection for existing hooks. The added-code scan found no listener, watcher, timer, subscription, disposal, cancellation, or task-start API. Therefore, no concrete leak or duplicate work after cancellation, disposal, or restart is introduced.
Full details: Regression Evidence
Explanation
The failure remains unresolved. The PR changes ClineProvider.getState() to preserve retired providers (src/core/webview/ClineProvider.ts:3250-3303) instead of replacing them with Anthropic. That makes the existing ChatView retired-provider WarningRow reachable and visible after send (ChatView.tsx:106-113, 647-652, 1862-1871). The PR adds a focused JSDOM interaction test, but the changed-file inventory contains no *.visual.tsx test or screenshot baseline for this durable visible warning. webview-ui/AGENTS.md requires a Playwright snapshot for user-visible error states.
Resolution
Add a Playwright component visual test and registered gallery story for ChatView with a retired provider. Commit the applicable theme screenshot baselines. Keep the existing JSDOM test for send interception and message suppression.

The test sets apiModelId to new-model, clears apiProvider, and then asserts only apiProvider. A change that drops apiModelId on this path would still pass. The setter spreads the previous configuration before the new value, and resolveProviderSettings spreads its input before it fills the provider, so the model is kept today. One assertion locks that behavior in:

Cover the providerless configured-model path in the hook test.
The default-behavior test passes an empty configuration, so it never sets apiModelId. A change that ignored apiModelId when apiProvider is unset would still return the default model and pass. Add a case that sets apiModelId: "claude-sonnet-4-5" with no provider, and assert that the returned id keeps that value. The test uses the file's existing typed query-result helpers, so it needs no as any casts.

The test-file guidance asks for both cold-start and warm coverage of fallback behavior. The default test covers only the empty-configuration case.

Every runtime consumer now receives an API configuration whose
`apiProvider` is always defined, while the stored and partial
`ProviderSettings` shape stays unchanged so storage, import/export,
partial updates and fixtures are unaffected.
- Add `DEFAULT_API_PROVIDER`, `ResolvedProviderSettings`,
`resolveProviderSettings()` and `getActiveProvider()` to the types
package. Resolution only fills a missing provider and passes retired
names through, because the webview needs them for its warnings.
- Type `ExtensionState.apiConfiguration` as `ResolvedProviderSettings`;
inbound message payloads stay `ProviderSettings`.
- Resolve in `ClineProvider.getState()`, `getStateToPostToWebview()`
(including the task configuration) and `updateProfileModel()`, and
replace the repeated retired-provider narrowing with
`getActiveProvider()`.
- Seed the webview's initial state with the default provider and
re-resolve after `setApiConfiguration` merges, so an explicit
`apiProvider: undefined` cannot erase it.
- Replace the scattered OpenRouter/Anthropic fallbacks in
`useSelectedModel`, `ModelSelector` and `validate` with
`DEFAULT_API_PROVIDER`. Unset drafts and tests now resolve to
Anthropic, matching the host.
- Base the welcome flow's "not configured" check on `checkExistKey`
instead of provider presence, so a resolved but keyless Anthropic
configuration still shows the OpenRouter suggestion.
The reason will be displayed to describe this comment to others. Learn more.
checkExistKey returns false for a profile whose provider is set but has no secret or other listed field. Before, only a missing provider fell back to OpenRouter, and validateApiConfiguration decided the rest. Is there a valid keyless setup (for example an OpenAI-compatible profile with only a base URL) that this now resets to the OpenRouter default?
