ci: deliver artifacts after automated merges

Summary

• add an explicit commit-SHA dispatch path to CD
• preserve individual commits during trusted automated merges
• limit automated merges to main
• dispatch artifact packaging for the resulting merge commit

Verification

• all 6 GitHub YAML files parse successfully
• opened as draft so the previous merger version cannot squash these commits
