Pause Tyto in favor of agent-browser; turn CI green - #4

Records the decision with the measurements behind it (docs/DECISION-2026-09-29-agent-browser.md) and keeps the proof of concept that produced them (spikes/own-browser/). README gets a status banner. Also fixes main's red CI: gitleaks flagged the MV3 manifest "key", which is an RSA public key pinning the extension id, not a secret. The allowlist matches only that public-key prefix. Why
We set out to let any language model work on any page from the command line, with no browser extension, full visibility, and native-CLI speed. agent-browser already provides the browser layer Tyto was going to build. Our measurements showed no advantage in rebuilding it. Details are in
