fix(web): name Noctusoft, Inc. as the operator on every public page - #249

Twilio rejection 30482 ("Business Email Address Must Use an Official
Domain"): the contact email is on noctusoft.com, which the site never
named. The contact email is locked to the approved customer profile, so
the site now says who operates it.
"FieldView.Live is operated by Noctusoft, Inc. (https://noctusoft.com)"
appears in the site footer, right under the heading of /privacy, /terms
and /sms, and in the home page business section. One OperatedBy
component holds the wording.
