v1.0 Paper Version

This is the version of the code from right after finishing the benchmarking for the paper "T Count as a Numerically Solvable Optimization Problem", currently awaiting peer review at the time of writing.

Because of the random numbers used in the numerical optimization process, the results may not be exactly the same every time the benchmarks are run.
