fix: ttl/bor should be parsed as int - #28

When sent as JSON to the WickrIO bus, the `ttl` and `bor` values should be integers, not strings. To facilitate this, I added helper functions `parseTtl` and `parseBor` which parse the value, throw an error, or return undefined.
