Release Codeian 0.2.23 and resolve community review findings

What changed

• add a session-scoped FIFO message queue with Guide and remove actions
• migrate settings to the Obsidian 1.13 declarative settings API with an older-version fallback
• fix the community scanner manifest, timer, DOM, and CSS findings
• update review tooling and dependencies, document security-sensitive capabilities, and remove hard-coded release versions

Why

The current community directory scorecard marks 0.2.22 as Caution, and the plugin is absent from the traditional community plugin manifest. The release also includes the requested queued follow-up workflow.

Impact

Codeian users can submit follow-up prompts while a run is active. The new release is compatible with current community review rules and keeps the minimum app version at 1.4.5.
