Add Windows Support

Arc is currently mostly linux-only and wasn't tested on Windows. We are seeking somebody who's willing to test and/or improve Windows support for Arc.

Places where help is needed:

• System Built-Ins:
  • builtIn_unlink (uses <unistd.h>
  • builtIn_access (uses <unistd.h>
• Importing:
  • resolveImportPath (src/utils.c) might support Windows, though not tested.

those are known issues, there might be more.

I took a look into resolveImportPath in src/utils.c to help with Windows support.

Currently, absolute paths starting with Windows drive letters (e.g., C:\ or D:/) aren't recognized as absolute, which causes relative directory prefixes to be prepended incorrectly. I've updated src/utils.c with a cross-platform helper (isAbsolutePath) and consistent PATH_SEP handling so that it works seamlessly on both Windows and POSIX systems.

I have the patch tested and pushed to my fork. Would you like me to open a Pull Request for this, or would you prefer to review the changes first?
