png 0.18 moved the Decoder bound from Read + Seek to BufRead + Seek and made Reader::output_buffer_size fallible (Option). Wrap the two decode sites' Files in BufReader and lift the size Option with an anyhow context. Both decode sites covered: image-pack's read_png_indexed and region-render's palette round-trip test.
