Overhaul the game UI to be map-first with a visual redesign inspired by Risk Steam, improving aesthetics and interaction.
This PR also fixes a critical bug where territory clicks were not registering due to issues with SVG interactivity and style application, which was resolved by rebinding SVG interactivity/styles per render and adding territory-id alias fallbacks.
