Add EIP operator dashboard actions

Summary

• adds an operator dashboard and allowlisted action registry
• adds hub wake, Windows RDP, wake-and-RDP, and wake-and-backup action support
• documents the repository consolidation decision and required environment settings
• expands application tests for action discovery and execution
• replaces the pending local machine path with a portable user-profile reference

Why

The dashboard work existed only on the local branch. This draft preserves it while keeping the public default branch unchanged until the operator flow is reviewed.

Impact

Adds 616 lines across the dashboard, action layer, docs, and tests; removes 68 lines from the prior route implementation.
